– Est-ce que vous allez assurer que les avis publics publiés par l’arrondissement seront beaucoup plus conviviaux et informatifs pour les résidents?

This borough notice is likely difficult to understand to the average resident. Why does it look like the Roxboro tax rate is higher than Pierrefonds’?
– How does a $1 million 3 year capital loan, taken out over 15 or 20 years, translate into an amount on the municipal tax bill for an average resident. Ex: A $1 million loan means for example an extra $5 or $7 dollars on the tax bill over the next 15 or 20 years, or something to that effect.

Financement des piscines d’arrondissement

– What is your position concerning the proposed construction of a $5.2+ million outdoor pool at the west-end of Pierrefonds while smaller, but busy pools in Pierrefonds and Roxboro do not have access to required repairs (e.g. in terms of numbers of daily users, it could be argued that the busiest outdoor pool in Roxboro desperately for the last 4 years needed $60,000 in repairs but funding appears to have been stalled by the City of Pierrefonds/Roxboro. Are other nearby cities not paying for some repairs at their privately run pools?

Il est intéressant de noter que la Ville de Dorval semble être en mesure de planifier et faire construire un complexe multi-sport incluant une piscine interieure de 8 couloirs et qui pourra etre utilise a l’annee longue, et ce pour environ 18.9 millions de dollars, dont 5 millions qui seront subventionnés par Québec. voir l’article en cliquant ici

A Pierrefonds-Roxboro par contre (a la meilleure de nos connaissances):
– l’arrondissement est en cours de planification pour la construction d’une nouvelle piscine exterieure
– sur le site de la piscine Valleycrest
– que nous avons deja depense plus de 200,000 $ pour les plans de construction de cette piscine
– que les residents devront fort probablement devoir emprunter environ $4 millions de dollars (provenant du PTI) pour la construction de cette piscine
– et que cette piscine extérieure sera probablement ouverte 2 mois par annee et par consequent sera probablement fermée pendant environ 9-10 mois par annee.

Si, au fils des ans, l’arrondissement poursuit cette approche, l’arrondissement pourra se retrouver avec disons 3 ou 4 piscines exterieures à un coût d’environ $ 12-16 millions de dollars (en emprunts) et dont les piscines seront fermees au public pendant la grande majorité de l’année.

Depuis 2003 il semble qu’il aurait coute environ $1,500,000 a l’arrondissement pour subventionner le fonctionnement de 6 piscines dans l’arrondissement avec tous les benefices que cela entraine a divers quartiers. Cela represente environ 37% de $4 millions et ce sur une periode de 10 annees.

What would you do?

It is interesting to note that the City of Dorval appears to be able to plan for and build a year round sports complex, which includes an indoor 8-lane pool, all for about 18.9$ million, 5$ million of which will be subsidized by Quebec. See the article at this link concerning the Dorval complex

In Pierrefonds-Roxboro however;
– the borough is presently planning to build what appears to be new outdoor pool on the site of where Valleycrest pool is presently located (adjacent to Grier Park)
– the borough has already spent over $200,000 for the preparation of plans for this pool and associated buildings
– that the borough (taxpayers) will likely have to borough 4$ million as part of the 3-year capital expenditure plans to build a single outdoor pool
– that this new pool will likely remain open for about 2 months per year and there will likely be closed for about 9-10 months per year.

There are apparently ongoing considerations to build several more such outdoor pools in the borough. If more similar outdoor pools are constructed, the borough may end up with 3-4 summer pools, at a cost of about $12-16 million dollars, borrowed money, which will likely be closed for the vast majority of the year.

Since 2003, it appears the borough may have spent about $1.5 million dollars to support 6 borough pools and offer benefits to a number of borough neighbourhoods. $1.5 million represents about 37% of $4 million dollars and the benefits were shared over a period of 10 years.

– Est-ce que vous allez publier les procès verbaux de toutes les réunions du CCU comme vos le faites pour les réunions du conseil et rendre ces proces verbaux facilement accessible sur le site web d’arrondissement? Si non, pourquoi pas?
– Allez-vous offrir un service qui permettrait de s’inscrire afin de pouvoir recevoir un courriel d’information annoncant que l’Ordre du Jour et proces verbaux du CCU viennent d’etre publies sur le site web de l’arrondissement?
– Allez vous permettre que les réunions du CCU soient enregistrées? Si non, pourquoi pas?
– Allez vous publier les ODj du CCU au moins 7 jours avant la reunion de maniere a permettre aux residents de mieux participer a ces processus?
– Si une demande d’usage conditionnel est presente au CCU, est-ce que vous allez permettre que cette demande soit presente a un CCU auquel le public ne serait pas invite?
Questions on the UPAC committee
– Will you post minutes of all UPAC meetings as is done for the Council meetings and make minutes available easily available on the borough website? If not, why not?
– Will you offer a service where one can subscribe in order to receive email notices of when UPAC agendas and minutes are published on the borough website?
– Will you allow recordings to be made of public UPAC meetings? If not why not?
– Will you publish UPAC meeting agendas at least 5 business days before the UPAC meeting instead of publishing them on the friday or monday for the monday meeting?
– If a conditional uses request is presented to UPAC, will you allow that such a request be permitted at a UPAC meeting at which the public is not allowed to attend?
– Will you inform residents of all conditional uses requests at the time such requests are presented to the borough offices? It can be recalled that the Rogers request for a tower antenna at St Barnabas Church was discussed between the borough and Rogers for more then 6 months before the request was made public at a UPAC meeting for the first time.
