– A special meeting took place Wednesday Aug 31 2011 at 19:00 at the Pierrefonds-Roxboro borough hall to draw up a three year Program of Capital Expenditures (PCE) for 2012-2013-2014
– This 3 year PCE outlines how millions of dollars may be spent in the coming years.
– Residents interested in the PCE were invited to the meeting to ask questions
– However the borough does not publish ahead of time easy to use information for the residents on this topic

– Note – if you attend the August 31 meeting at 19:00 please arrive early at borough hall. If the doors there are locked (as was the case in 2010) you must knock loudly on the glass doors and window to draw the attention of the receptionist so that the doors can be opened for you.

Below are questions of interest that may be of interest in asking at this meeting

What information offered ahead of time to residents?

Previous 3 year capital expenditure plans

– It is very very difficult for residents to make sense of the information the borough makes available on the 3 year program of capital expenditures

– Information is scattered in many places and it is up to residents to find it and put it together

– The easiest method for residents to learn more on this topic is to access the APRPR guide on the 3 year PCE available at a link above

– 3-year plan 2010-2011-2012 information is offered in the 2011 report from the mayor where we can read:

Expenses Compared to amounts in reports from previous years
2010 – total amount of $4 M spent on numerous projects -39% and -6% compared to 2010 and 2008 reports and +44% compared to 2009 report
$790,000 for various works in our parks -64% and -39% compared to 2010 and 2009 reports and + 163% compared to the 2008 report
$1.02 M for restoration of pavement and paving on different streets -58%, -68% and -36% compared to amounts in the 2010, 2009 and 2008 reports
$1.49 M for buying equipment and new vehicles +24%, +35% and +81% compared to same values in the 2010, 2009 and 2008 reports respectively
$700,000 for building maintenance -13%, +250% et +460% compared to amounts from 2010, 2009 and 2008 reports respectively
new municipal services totalling $1.8 M were installed in several residential projects and paid by promoters. -60%, -5% et -67% compared to same amounts in the 2010, 2009 and 2008 reports respectively
Ville de Montréal financed an amount of approximately $20 M for water and sewer infrastructures, surface drainage and road repairs works. -2%, +54% and +67% compared to same amounts from the 2010, 2009 and 2008 reports respectively

– Why does the borough not offer much more consolidated and easy to read information?

– Presently the most recent information will likely be made available (if residents ask for it) 30 minutes prior to the special council meeting where the info will likely be adopted by council

– Will all financial related documents be posted on the borough web site? (In 2010 the borough answered yes but info would only be posted after Montreal had approved it)

What are the relevant amounts?

– What will be the total budget and which portion will come from the borough and from Montreal?

– How can we know how much we have left to repay from outstanding loans from previous years and how much are we anticipating to take out in loans in the coming years? Why is this information not available?

In 2010 the borough had answered this type of information was difficult to consolidate as it was Montreal who was managing the loans

– What are the anticipated revenues expected by the borough for 2012 and on what are they basing those forecasts?

Declaration of possible conflicts of interest and review of the documents

– Who exactly contributed to preparing the budget and 3 year plans ? Has there been any consulting done with external or private firms? If yes, who exactly was consulted?

– Does the budget 2012 and 3 year plans contain any mentions of possible conflicts of interest?

– Has there been a review by an objective third party of the budget 2012 and the 3 year capital expenditure plans? If not why not? Was this not done previously?

– What measures have been put in place to better protect taxpayers from risks associated with activities presently under investigation by Operation Marteau?

Environmental impacts and Sustainable Development

– What are the environmental benefits associated with the budget and proposed 3 year plan? For example, we now know that more intense precipitation events are becoming more common. Are we budgeting for upgrades to our water management infrastructure to deal with heavy precipitation events? If not, then why not?

– How will the budget and 3 year plan expenses satisfy the actions listed in Objective 22 of our urban plan, i.e. in particular the risks and impacts associated with climate change?

Note that these types of questions have been asked since 2007. The borough has steadfastly refused to evaluate how the projects and expenses will abide by objective 22 of its own urban plan. By not taking Objective 22 of its own urban plan into account, the borough may be creating undue risks for the taxpayers.

Taxes and service costs – will they increase?

– Do you anticipate increases in borough taxes or increases in additional or special borough taxes in 2012, 2013 and 2014?

– Do you anticipate increases in City taxes or increases in additional or special City taxes in 2012, 2013 and 2014?
