May 3 2011 Council meeting – Residents oppose adoption of minor variance
Pierrefonds-Borough council meeting
Prior to this council meeting there was a public question period with several questions and concerns about the Meighen project. Residents who spoke requested council NOT adopt the change. Council did adopt the change, item 40.13
There are some observations collected by APRPR on question period and these are posted in the following document available here.
– Many residents opposed this project and had grave concerns regarding the height, architecture, blocking the view of the Meighen house etc.) on a property which is mixed use, both multiplex and commercial. Council and the urban planners appear to have made minor changes such as putting the parking and underground parking accesses on the north side instead of the south side where there is already a lot of traffic and this street
brings cars for the existing 3-storey condos between the old house and the church.
May 3 2011 Councill meeting agenda is available by clicking here which contains for item 40.13

April 11 2011
UPAC meeting at which the project was discussed – see Agenda by clicking here then search in the document for items that refer to Meighen street. Note that the borough never publishes to the public the minutes of the UPAC meetings.
– Note that there appears to have been a zoning change to this property as part of the 2010 Harmonization of bylaws project
– In fact the harmonization of zoning bylaws appears to have included over 60 zone changes for which no $5,000 fee were paid to the borough as part of these zone changes
– The zone change to the Meighen property appears then to have been one for which the promoter did not have to pay for
